The House Committee on Higher and Technical Education chaired by Rep. Mark Go (Lone District, Baguio City) remains committed to finding solutions to the challenges faced by the higher education sector amid the COVID-19 pandemic. In a virtual meeting on Thursday, the?committee formed a technical working group (TWG) to consolidate House Bills 1855 and 6449, seeking to to strengthen the Commission on Higher Education (CHED) and provide more development funds for higher education institutions as well as degree-granting programs. Meanwhile, HB 1936 seeks to provide additional funding to the Higher Education Development Fund to advance and strengthen the higher education sector in the country. HB 1855, HB 6449, and HB 1936 all seek to revise Republic Act (RA) 7722 or the "Higher Education Act of 1994," that created CHED. Chairman Prospero de Vera III voiced support for the bills, noting that the laws enacted since 1994 have expanded the mandates of CHED but not its manpower or resources.? Association of Local Colleges and Universities President Raymundo Arcega likewise supported the measures. Arcega said that HEIs are in need of additional subsidy because of lack of income due to the Enhanced Community Quarantine.
