The Committees on Public Accounts and on Good Government and Public Accountability are "inclined" to give President Rodrigo Duterte emergency powers to resolve the issues plaguing PhilHealth amid the COVID-19 pandemic. “The committee is inclined and we are already discussing the emergency powers to be granted to the President,” Committee on Public Accounts Chair Rep. Michael Defensor said. In the joint committee hearing Wednesday of the panels, Health Secretary Francisco Duque agree with the idea of granting the President emergency powers to hasten the necessary reforms in PhilHealth. “Maganda yung iyong panukala na bigyan ng karagdagan na kapangyarihan si Pangulong Duterte para mabilis ang reporma na isailalim ang PhilHealth,” Duque said. Defensor also invited Justice Undersecretary Adrian Ferdinand Sugay to be part of the technical working group that would draft the measure on emergency powers.
